Wash keema and squeeze out water and keep it aside.
Take all ingredients expect keema and grind coarsely
Divide keema and masala equally.
Grind once again to mix keema and masala. don't grind to a fine paste.
Make balls. if mixture become more thin add fried gram powder.
Heat oil in a pan put keema balls and shallow fry. first check 1 ball if it doesn't break add rest of the balls. if balls are breaking mix with one egg and roll on rice flour.
cover lid and cook. flip balls using spoon
Serve hot with green chutney or tomato sauce
